XVII world assembly stresses the role of Russia in growth of economy of foreign countries

Moscow: The XVII he Russian World Assembly emphasized the fundamental contributions of Russia to international development and its vital contributions to the historical past as well as present while working to build the future prospects.


 The representatives of international organizations and government agencies, the Russian and foreign professional communities in the fields of education, Russian philology, science and culture, the media, and public figures, diplomats and clergy members, gathered in Moscow, on 20-22 October, 2025 to discuss the contributions of Russia in promoting world's growth.

The participants stressed the significant contribution of the Russian world to the development of world civilization, education, science and culture, and the promotion of the principle of multilingualism.

Acknowledging the important place that the Russian language occupies among the languages of the world, its role in the activities of international universal and regional organizations, and its importance for the development of various economic sectors of foreign countries, they emphasized the role of Russian education in the training of qualified personnel for the development of the national economy of foreign countries.

While supporting international scientific and practical cooperation, the development of academic ties and exchanges, and joint research by foreign and Russian scientists, primarily in the fields of philology, literary studies, and translation studies, the speakers noted the relevance of culture as a tool to stimulate interest in Russia, the Russian language and literature.

Affirming the importance of mutual enrichment of various cultures of the peoples of the Russian Federation and foreign countries for the development of dialogue, they emphasized the role of mass media in the dissemination of objective information for the development of mutually beneficial international cooperation, and in solidifying trust and understanding among peoples.

The speakers affirmed that the modern multipolar world order is based on cultural, linguistic and civilizational diversity, respect for traditions, and preservation of cultural identity and added the unacceptability of attempts to cancel or isolate the Russian culture, as they are harmful to the world’s cultural diversity and deprive the people of the world of their right to learn and appreciate the great cultural heritage that contributes to cultural enrichment.

They emphasized that all peoples have the right to access the benefits of education, culture, scientific and technological progress, works of world cultural heritage, the use of their native language, and the study of languages, literature and culture of other peoples on a non-discriminatory and equal basis with an intention to make efforts to promote abroad the Russian language, which serves as an essential tool for economic, cultural, humanitarian, scientific and educational cooperation between Russia and foreign countries.

They decided to develop mutually beneficial humanitarian cooperation on a fair, reciprocal, open and non-discriminatory basis, agreed to develop and strengthen the infrastructure for studying Russian language and literature abroad, to support the improvement of professional skills of Russian language teachers, translators and literary critics.

They also decided to form a system of incentives and rewards for organizations, teachers, scientists, linguists, students and students for their contributions and successes in promoting and learning the Russian language, literature and culture.

Discussions were held to develop a digital platform for professional and methodological cooperation among Russian language teachers providing access to the best educational practices, digital instruments and training programmes, in addition to widely disseminating modern educational and methodical complexes and digital educational resources on the Russian as a foreign language tailored to specific countries and regions.

It was also decided to hold international scientific fora and carry out research aimed at Russian literature studies within the global context as well as its dialogue with other national literatures and support the publication and promotion abroad of academic research and popular scientific materials shedding a light on the diversity and contemporary development of Russian literature as well as its interconnection with the global literary process.

The members agreed to establish international awards and grants for translators of both literary fiction and scientific literature from Russian into other languages of the world and from foreign languages into Russian thus ensuring high standards of cultural and academic exchange in addition to contribute to the development of internships and creative apprenticeships for foreign interpreters of Russian literature in Russia, insuring their immersion into the language and cultural environment in order to reach the highest quality of translation.

Moreover, efforts should be made for establishing and supporting dedicated Russian language resource centers and educational collaboration programmes (e.g. network educational programs, double diplomas) on the basis of leading foreign universities, forming points of attraction for learning the Russian language and receiving higher education in collaboration with partners from Russia and actively develop network cooperation and academic mobility programmes with foreign partner universities including internships for Russian language teachers and foreign students in Russia contributing to forming professional and people to people connections.

They also decided to create conditions for obtaining higher education in Russia for foreign applicants who have shown high results in learning Russian as a foreign language, to boost international educational institutions contributing to the popularisation of national traditions, arts and science and develop programmes for conducting student exchanges, internships, workshops, art festivals and joint creative projects, facilitating the promotion of knowledge of the best samples of Russian and foreign art among the younger generation.

They also decided to extend government support to international projects involving representatives of artistic and scientific circles and to create favorable conditions for developing cultural ties and cooperation and promote the development of modern online educational platforms and mobile applications, including those using AI, and to expand the use of digital tools to access archives and libraries.

With the advent of cutting-edge technologies, stress was given on investing into digital infrastructure for overcoming the digital divide with a focus on developing countries and to create alternative media networks for providing objective information and counteracting the predominance of one-sided opinions on the processes and phenomena unfolding in the world.

Moreover, the participants laid stress on developing joint education programmes and exchanges of best practices between journalists with a view to improving their professional level, use new media to solidify national unity, especially in crisis situations and promote a multipolar communication space, allowing countries to choose their own way of development.

Dissemination of objective information on the heritage, values and traditions of the Russian has become a necessity to strengthen trust and understanding between peoples, including the creation of relevant content and support for the media, journalists and bloggers who promote the Russian language and culture, said the speakers, while supporting the development of horizontal ties among Russian language teachers, translators, linguists, literary critics, representatives of the cultural sphere and the media for the exchange of practical experience, the implementation of joint humanitarian projects aimed at increasing interest in the Russian language, literature and culture of Russia.

The declaration decided to expand and strengthen the potential of NGOs, foundations and social organizations engaged in supporting public diplomacy.

They expressed their readiness to promote the development of mutually beneficial humanitarian cooperation, carrying out specific initiatives, events, and projects to promote the Russian language, literature, and culture (courses, festivals, exhibitions, olympiads, contests, language camps, exchange of experience in the relevant field, etc.), creating conditions for the development of respectful international dialogue at relevant venues, organizing events, fora, and conferences; using various formats, tools and content to stimulate interest in the Russian language, literature and culture abroad.

It has been decided to actively participate:

• In the evaluation and promotion of high-quality translations of Russian literature, as well as in the creation of professional commentaries and reader's guides for foreign readers and publishers.

• To adapt new teaching methodologies and digital resources for learning the Russian language, taking into account the specifics of local educational systems and audiences.

Work for the establishment and development of international research consortia and electronic databases that provide free access to the study of Russian literary heritage.

Work for the development and implementation of short-term programs (e.g., summer schools, intensive courses) in collaboration with foreign partners, aimed at fostering sustained interest in pursuing education in Russia.

Strengthen international cultural cooperation, developing and implementing joint projects aimed at promoting intercultural dialogue, enhancing mutual understanding, and preserving cultural, literary, and linguistic heritage.

Serve as centres of expertise and consultants on the Russian language and culture in their respective countries, contributing to the formation of an objective image of Russia.

To promote the development of mentorship and tutoring systems for international students studying in Russia to ensure their successful academic and socio-cultural adaptation.

To develop and present relevant research to the international academic community that highlights the value and uniqueness of the Russian literary tradition within the context of world culture.

To contribute to the popularization of contemporary Russian authors abroad through participation in international book fairs, literary festivals, and professional media.

To strengthen international and regional ties to promote objective information and disseminate content that enriches knowledge about the science, education, culture, history, and traditions of different countries and peoples.

To initiate various international humanitarian projects that foster greater understanding and trust among nations.
