Driven by Oman Vision 2040, these hubs offer lucrative incentives, including 100% foreign ownership, 30-year renewable lease periods, and long-term tax exemptions.
As part of the active 11th Five-Year Development Plan (2026–2030), Madayn is currently establishing four brand-new integrated industrial cities to decentralize investment and support SMEs. The Public Establishment for Industrial Estates (Madayn) operates specialized mainland hubs focused primarily on domestic and regional manufacturing.
Al Rusayl Industrial City : Oman’s oldest and flagship industrial city located in Muscat. It accommodates hundreds of operating factories producing electronics, fiber-optic cables, chemicals, and textile.
Sur Industrial City : A major energy, gas, and maritime hub that has accumulated OMR 2.3 billion in investments. It is expanding further with a dedicated shipbuilding and ship maintenance zone
Nizwa Industrial City : A booming center for local manufacturing and services in the interior region, holding over OMR 470 million in localized project investments.
Special Economic & Economic Cities : These massive, master-planned cities blend heavy industrial manufacturing, shipping, and urban living.
Special Economic Zone at Duqm (SEZAD): Positioned strategically along the Arabian Sea, Duqm is Oman’s crown jewel for heavy industry. It has secured OMR 6.3 billion in cumulative investments, anchoring massive projects in green hydrogen, oil refining, and electric vehicle (EV) materials.
Khazaen Economic City: Located near Muscat, this city specializes in logistics, food technology, and light-to-medium industries. Driven by its integrated Dry Port, its cumulative investments have soared past OMR 460 million
Major Free Zones (Export & Logistics Hubs) : Free zones are heavily integrated with Oman’s world-class maritime ports, tailored mostly for export-oriented manufacturing.
Salalah Free Zone : Located in Dhofar, this zone has drawn OMR 5.3 billion by focusing on chemical processing, pharmaceuticals, and manufacturing, utilizing its proximity to the deep-water Port of Salalah
Sohar Free Zone : Operating adjacent to the Port of Sohar, it acts as a primary hub for steel, plastics, and automotive logistics, capturing OMR 1.8 billion in investments
Al Mazunah Free Zone : Serving as the direct overland land-port gateway to Yemen, this hub attracts logistics, export offices, and trading firms. Its cumulative investments passed OMR 141 million after securing a wave of new industrial contracts.
