Proposal addressed to establish integrated industrial complex between Oman, China

Beijing; The Omani-Chinese Joint Committee reviewed means of enhancing the strategic partnership between the two countries and expanding horizons of cooperation in economic, commercial, investment, and industrial fields during its tenth session meeting, held in Beijing, China. This contributes to increasing trade volume and deepening integration into global supply chains.

The Omani side was chaired by Dr. Saleh Said Masan, Undersecretary of the Ministry of Commerce, Industry and Investment Promotion for Commerce and Industry, while the Chinese side was chaired by Zhang Li, Assistant Minister of Commerce.

The meeting discussed a number of practical steps to enhance the bilateral partnership, including forming an Omani-Chinese working team to devise an executive roadmap for the Joint Committee's work. It also involved encouraging the Chinese government to expand its industrial investments in the Sultanate of Oman, supporting economic diversification efforts, in addition to agreeing on signing several memoranda of understanding to link industrial production chains and enhance investment cooperation between the two sides.

The meeting touched on efforts to complete negotiations for the Free Trade Agreement between the People's Republic of China and the GCC member states. This contributes to elevating the level of economic, trade, and investment cooperation and enhances the smooth flow of trade exchange and the integration of regional markets.

During the meeting, the committee reviewed a proposal to establish an integrated industrial complex for renewable energy industry supply chains, as a qualitative project reflecting the depth of the economic partnership between the two countries and opening new horizons for future cooperation in value-added sectors.

The meeting was attended by Minister Plenipotentiary Ali Khalfan Al Hassani, Chargé d'Affaires at the Embassy of the Sultanate of Oman in the People's Republic of China, along with a number of officials from both sides.

On the sidelines of the committee's work, Dr. Saleh Said Masan, Undersecretary of the Ministry of Commerce, Industry and Investment Promotion for Commerce and Industry met with Zhang Li, Assistant Minister of Commerce of China. The meeting explored ways to strengthen cooperation relations and deepen the economic partnership between the two countries.

The two sides also discussed cooperation opportunities in the field of cross-border e-commerce, through establishing smart warehouses and distribution centers in the special economic zones and free zones in Duqm, Sohar, and Salalah. This contributes to cementing the Sultanate of Oman's position as a digital gateway for China to the region's markets.

The meeting addressed investment and manufacturing opportunities in the Sultanate of Oman in fields with regional and global demand, leveraging free trade agreements, and developing value-added chains. The two sides agreed to form a joint working team concerned with trade, investment, and digital commerce.

Within the context of boosting economic and industrial cooperation between the Sultanate of Oman and the People's Republic of China, Dr. Saleh paid a field visit to Xiongan International Business Center in Xiong'an New Area, Hebei Province, where he was briefed on the latest global experiences in managing integrated commercial cities and smart economic zones.

He also visited the Chinese group "Sinochem," the world's largest chemical conglomerate, to review cooperation and industrial investment opportunities and to introduce Oman's investment aspirations in priority sectors.

It is worth noting that the volume of direct Chinese investment in the Sultanate of Oman reached about RO 854 million by the end of the second quarter of 2025. Meanwhile, statistical data by the end of 2024 indicates an increase in trade exchange between the two countries, with the value of Omani commodity imports from the People's Republic of China exceeding RO 1.8 billion, constituting about 11 percent of Oman's total imports. The value of Omani non-oil commodity exports to China amounted to more than RO 216 million.
