FSA links Dhamani platform to private clinics and hospitals across Oman

Muscat: The Financial Services Authority (FSA) has begun linking the electronic Dhamani platform to private health polyclinics and clinics across Oman, following the successful integration of over 30 private hospitals in various governorates. This phased rollout aims to assess the platform's operational performance and efficiency gradually.

The FSA is continuing to evaluate the platform's effectiveness during this integration phase, which initially targeted private hospitals. The Dhamani platform facilitates seamless electronic communication between private healthcare providers, insurance companies, health insurance claims administrators, and official entities. This ensures smooth and transparent exchange of patients' medical data and health insurance claims.

Majid Ahmed Al Abri, FSA’s media spokesperson, confirmed that the Dhamani platform is already operational and actively regulating Oman’s health insurance market. This proactive step allows the FSA to measure real user experiences and assess the platform’s efficiency.

To date, 33 private hospitals, all insurance companies, and health insurance claims administrators have registered on the platform. Between October 1 and mid-December 2024, the platform processed nearly half a million transactions. As of today, the linking of health polyclinics and private clinics is underway, with plans to gradually incorporate all healthcare institutions and related entities.

Al Abri highlighted that this national initiative will help address key challenges in the health insurance sector, ensuring service quality and expediting treatment approvals by insurers.

In reference to ongoing introductory and supervisory tours, Al Abri noted that these visits follow the platform's launch in the final quarter of last year. The FSA’s change management team is visiting hospitals already connected to Dhamani, verifying the readiness of remaining healthcare institutions, including health centres, clinics, and external pharmacies, slated for integration. The team is also gathering public feedback to drive future improvements and raising awareness about the platform’s role in streamlining Oman’s health insurance landscape.

The FSA has modernised the legislative and technical frameworks governing the health insurance market by updating regulations to safeguard the rights of individuals and companies. This enhances FSA’s oversight of the insurance sector, ensuring compliance with laws and standards. Additionally, the adoption of digital systems and IT solutions aims to simplify subscriptions, claims, and compensation payments, thereby improving efficiency and service delivery.

A key milestone in this digital transformation is the issuance of Decision No. 83/2023, which regulates the electronic linkage of the health insurance system, further reinforcing Oman’s commitment to advancing its health insurance infrastructure.
